Driver charged in fatal Long Island pile up

A man was found at fault for a chain-reaction accident that injured several other drivers and killed one man. Kendall Owens was impaired while driving due to the use of the drug PCP. He was found responsible for the crash on William Floyd Parkway that involved four vehicles.

Richard Garcia, the deceased victim of the crash, was immediately taken to Brookhaven Memorial Hospital Medical Center and pronounced dead.  All other injuries were minor and the patients released from the hospital.

Owens admitted to his use of PCP directly to the media while walking from the precinct where he was being held. He referred to the drug as “the worst drug in the world.”
